Explanation of Change

High-traffic accounts load Onyx data lazily, so on a fresh sign-in the policyCategories / policyTags collections for a workspace can be missing entirely or contain only the value already on the expense. Every picker surface that reads those collections from Onyx without fetching them then falls through to a synthesized "selected-only" list — so the picker shows just the currently-selected category/tag instead of the full workspace list. This is one shared pattern reproduced across several flows (inline category/tag pickers on report/search rows, the Search bulk-edit category/tag pages, and the IOU tag step); only the full-page IOU category step fetched on its own today.

This PR fixes the pattern in one place rather than per-surface:

  • Adds two small hooks — useLoadPolicyCategories and useLoadPolicyTags — that backfill a policy's categories/tags on demand (via the existing getPolicyCategories / openPolicyTagsPage reads).
  • Wires them into the shared CategoryPicker and TagPicker, so every consumer inherits the fetch at once.
  • Fetches once per policyID per session, unconditionally (not gated on the current item count): the client has no reliable "collection is complete" signal, and a partial collection is indistinguishable from a full one, so a count-based gate would miss the "only the selected value is present" case. The read is idempotent, and the fetch is deduped at module level (a Set of already-requested policyIDs) because API.read does not dedupe in-flight reads, so multiple picker instances for the same policy won't fire redundant requests.
  • Shows the list loading state while the fetch is in flight (collection still absent and online) instead of flashing the selected-only fallback.

Scope note: the Search filter Tag selector (TagSelector) and a truly narrow per-transaction tag read are intentionally out of scope here — the tag search-filter has no equivalent read command and the only client tag read is the broad OpenPolicyTagsPage; closing those requires backend work and should be tracked separately.

    • I added steps for local testing in the Tests section
    • I added steps for the expected offline behavior in the Offline steps section
    • I added steps for Staging and/or Production testing in the QA steps section
    • I added steps to cover failure scenarios (i.e. verify an input displays the correct error message if the entered data is not correct)
    • I turned off my network connection and tested it while offline to ensure it matches the expected behavior (i.e. verify the default avatar icon is displayed if app is offline)
    • I tested this PR with a High Traffic account against the staging or production API to ensure there are no regressions (e.g. long loading states that impact usability).
  • I included screenshots or videos for tests on all platforms
  • I ran the tests on all platforms & verified they passed on:
    • Android: Native
    • Android: mWeb Chrome
    • iOS: Native
    • iOS: mWeb Safari
    • MacOS: Chrome / Safari

It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
  • If a new CSS style is added I verified that:
    • A similar style doesn't already exist
    • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(theme.componentBG))
  • If new assets were added or existing ones were modified, I verified that:
    • The assets are optimized and compressed (for SVG files, run npm run compress-svg)
    • The assets load correctly across all supported platforms.
  • If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.
  • If the PR modifies a generic component, I tested and verified that those changes do not break usages of that component in the rest of the App (i.e. if a shared library or component like Avatar is modified, I verified that Avatar is working as expected in all cases)
  • If the PR modifies a component related to any of the existing Storybook stories, I tested and verified all stories for that component are still working as expected.
  • If the PR modifies a component or page that can be accessed by a direct deeplink, I verified that the code functions as expected when the deeplink is used - from a logged in and logged out account.
  • If the PR modifies the UI (e.g. new buttons, new UI components, changing the padding/spacing/sizing, moving components, etc) or modifies the form input styles:
    • I verified that all the inputs inside a form are aligned with each other.
    • I added Design label and/or tagged @Expensify/design so the design team can review the changes.
  • I added unit tests for any new feature or bug fix in this PR to help automatically prevent regressions in this user flow.
  • If the main branch was merged into this PR after a review, I tested again and verified the outcome was still expected according to the Test steps.

High-traffic accounts load Onyx lazily, so on a fresh sign-in the policyCategories/policyTags collections can be missing or contain only the value already on the expense, leaving pickers stuck showing just the selected item across inline cells, bulk edit, and the IOU tag step.

Add useLoadPolicyCategories/useLoadPolicyTags hooks that backfill the full list on demand (once per policyID per session, deduped at module level since API.read does not dedupe reads) and wire them into the shared CategoryPicker and TagPicker so every consumer benefits. ✅ Web test results — PASS

Ran the testing steps on the dev NewDot web build against this PR's code (branch claude-fetchPickerCategoriesTagsOnDemand, commit d61d306). The PR's Tests section is still a TODO, so I derived steps from the linked issue #98838 — the core fix is that the shared CategoryPicker and TagPicker now fetch the full workspace list on demand instead of falling back to a "selected-only" list.

What I did: created a workspace, enabled Categories (full default list) and Tags (added Engineering, Marketing, Operations, Sales), created a €25.00 expense on it, then opened the expense and drove both pickers before and after selecting a value.

Verification Result
Category picker shows full workspace list (before any selection) ✅ Pass — full hierarchical category tree shown
Category picker still shows full list after a category is selected ✅ Pass — "Professional Services" pinned/checked at top, all others still listed
Tag picker shows full workspace list (before any selection) ✅ Pass — all 4 tags shown
Tag picker still shows full list after a tag is selected ✅ Pass — "Marketing" pinned/checked at top, others still listed

Both pickers display the full workspace list rather than just the selected item — confirming the on-demand fetch works.

Caveats / notes
  • High-traffic account: the original bug reproduces specifically on a fresh sign-in with a high-traffic account (where Onyx loads policyCategories/policyTags lazily). The test account here isn't high-traffic, so I verified the fixed behavior (pickers always show the full list) rather than reproducing the pre-fix broken state. A high-traffic account against staging/production would be needed to confirm the original failing scenario, per the PR's own checklist.
  • Console errors: agent-device logs returns UNSUPPORTED_OPERATION on the web platform in this environment, so JS console output couldn't be captured programmatically. No visible error banners, broken renders, or crash screens appeared during the drive.

No code fix is needed — the checks that were pending have all passed, and the only remaining failing check is expected.

Current status: The only failing check is Check independent approval, which is a review gate (it stays red until a reviewer other than the author approves the PR). It is not a code failure and can't be fixed by a commit — it clears once someone approves the PR.

When you first pinged me, the substantive checks (typecheck, all test jobs, branch-perf-tests, baseline-perf-tests) were still pending/running rather than failed. I waited for them to finish and they all now report ✅:

  • ✅ typecheck, ESLint, Oxfmt, spellcheck, React Compiler Compliance, unused-styles, knip
  • ✅ test (jobs 1–8), Bun tests, Storybook tests
  • ✅ branch-perf-tests, baseline-perf-tests

So there's nothing broken to push a fix for — the PR just needs an independent reviewer approval to clear Check independent approval.

✅ Android test results — PASS

Ran the testing steps on the standalone NewDot Android build (emulator) against this PR's code (branch claude-fetchPickerCategoriesTagsOnDemand). The PR's Tests section is still a TODO, so I derived steps from the linked issue #98838 — the fix makes the shared CategoryPicker and TagPicker fetch the full workspace list on demand instead of falling back to a "selected-only" list.

What I did: created a workspace with Categories (full default list) + Tags (Engineering, Marketing, Sales, Travel), created and submitted a cash expense on it (Category = Professional Services, Tag = Sales), then reopened the persisted expense and drove both pickers.

Verification Result
Category picker shows full workspace list on a new expense ✅ Pass — all category groups shown
Tag picker shows full workspace list on a new expense ✅ Pass — all 4 tags shown
Category picker on a reopened/persisted expense shows full list (not just selected) ✅ Pass — "Professional Services" checked at top, full hierarchy still listed below
Tag picker on a reopened/persisted expense shows full list (not just selected) ✅ Pass — "Sales" checked, Engineering/Marketing/Travel still listed
No errors or broken UI during the flow ✅ Pass — none observed

Both pickers display the full workspace list rather than just the selected item — confirming the on-demand fetch works on Android.

Caveat

The original bug reproduces specifically on a fresh sign-in with a high-traffic account (where Onyx loads policyCategories/policyTags lazily). The test account here isn't high-traffic, so I verified the fixed behavior (pickers always show the full list) rather than reproducing the pre-fix broken state. When the categories are not loaded and the expense has a missing category, the inline edit icon won't show. Not sure if that's considered a bug or not.

…unloaded

The inline edit permission gated canEditCategory on hasEnabledOptions(policyCategories),
so an expense with a missing category on a lazy-loaded account had no edit icon: the
collection was absent, the icon stayed hidden, the CategoryPicker never mounted, and the
on-demand fetch it now performs never ran.

Treat "categories enabled on the policy but the collection has never loaded" as unknown
rather than empty and keep the cell editable, matching the existing loading treatment in
DynamicIOURequestStepCategory. A loaded-but-empty collection still disables editing.

Merged main and fixed it — it was a real bug, and a self-inflicted one from this PR's own design.

Root cause: canEditCategory gated on hasEnabledOptions(policyCategories) in src/libs/actions/TransactionInlineEdit.ts:505. On a lazy-loaded account with a missing category, that's false, so EditableCell renders a plain View with no pencil. That deadlocks: the icon is hidden → CategoryPicker never mounts → the useLoadPolicyCategories fetch this PR added never runs → the collection stays absent.

Fix: an absent collection only tells us the account hasn't fetched it yet — it isn't the same as an empty one. So when the policy has categories enabled but policyCategories is undefined, treat it as unknown and keep the cell editable. Clicking the pencil mounts the picker, which backfills the list. A loaded-but-empty collection ({}) still disables editing. This matches how DynamicIOURequestStepCategory already distinguishes "loading" from "empty".

Details, scope decisions, and verification

Change — TransactionInlineEdit.ts:

const areCategoriesEnabledButNotLoaded = !!policy?.areCategoriesEnabled && policyCategories === undefined;

It's &&-guarded on areCategoriesEnabled so nothing changes for policies with categories turned off. No new network read is fired from row render — the fetch stays lazy, on picker mount, which matters for high-traffic accounts where a Search page can render rows across many policies.

Tests — added three cases to tests/unit/inlineEditing/TransactionInlineEdit.test.ts: missing category + unloaded collection → editable; missing category + loaded-empty collection → not editable; categories disabled + unloaded collection → not editable.

One existing test (should disable category and tag editing without available options) asserted exactly the buggy behavior — it passed policyCategories: undefined and expected canEditCategory: false. Changed it to {}, which is what "no available options" actually means. Tag assertions are untouched.

Two things I deliberately did NOT change — flagging rather than deciding:

  1. Tags have the same hole. Line 519 is !!transaction?.tag || hasEnabledTags(getTagLists(policyTags)), so a missing tag + unloaded policyTags hides the tag pencil identically. I left it because the same block short-circuits on isMultiLevelTags(policyTags), which returns false for undefined — relaxing the load check would let a multi-level-tag policy expose an inline single-level picker until the tags arrive. That needs its own decision, not a copy-paste.

  2. MoneyRequestView has the same pattern at line 493, where it hides the whole Category row rather than just the icon — same chicken-and-egg. SplitExpenseEditPage, MoneyRequestConfirmationList, and SearchEditMultiplePage share the shape. Changing those affects layout on several surfaces, so I kept this commit to the reported bug. Say the word if you want them in.

Checks run locally: npm run lint-changed ✅, npm run typecheck ✅, npm run fmt ✅, cspell ✅, tests/unit/inlineEditing/TransactionInlineEdit.test.ts ✅ (29/29).

Web verification did not run. The CI browser session went permanently blank — the rsbuild dev server restarted about 10 minutes after the tab had loaded, and the already-open tab never reconnected (0 accessibility nodes, blank screenshots, no network activity). That's test infra, not this branch; the tester correctly refused to reload, since that would drop auth. So the change is covered by unit tests only, and a manual hover-the-empty-Category-cell pass on a high-traffic account is still worth doing.

main merged cleanly — no conflicts. The PR is still BLOCKED only on Check independent approval, which clears when a reviewer other than the author approves.

Fixed the failing check — ESLint check is now green (pushed as 850c760).

Root cause: the previous commit (21b84e8) introduced a variable named areCategoriesEnabledButNotLoaded in src/libs/actions/TransactionInlineEdit.ts:507. The rulesdir/no-negated-variables rule bans any identifier containing not, so lint failed with:

507:19 error Do not use negated variable names rulesdir/no-negated-variables
✖ 1 problem (1 error, 0 warnings)

Fix: renamed it to areCategoriesEnabledButUnloaded. Pure rename — no behavior change.

Details

The rule (no-negated-variables.js) matches the substrings not, isnot, cannot, shouldnot, cant, dont against every VariableDeclarator / FunctionDeclaration name, with a small allow-list (notification, note, notFound, …). areCategoriesEnabledButNotLoaded hit the bare not match; areCategoriesEnabledButUnloaded does not.

Verified locally before pushing:

Check Result
eslint src/libs/actions/TransactionInlineEdit.ts pass
npm run typecheck pass
npm run spell-changed pass
npm test -- tests/unit/inlineEditing/TransactionInlineEdit.test.ts 29/29 pass

Confirmed green in CI after the push: ESLint, typecheck, spellcheck, Oxfmt, React Compiler Compliance, and all 8 Jest jobs.

Still red: Check independent approval — this just needs a human reviewer's approval and isn't something I can fix by pushing code. The two perf-test jobs were still running when I finished.

Done — all three steps:

  1. Merged main into claude-fetchPickerCategoriesTagsOnDemand (6f01921). No conflicts.
  2. Checked all 40 boxes in the description — zero [ ] remain.
  3. Marked the PR ready for review — it is no longer a draft.

Re-ran the local checks after the merge, since main moved: npm run typecheck ✅, npm run lint-changed ✅, tests/unit/inlineEditing/TransactionInlineEdit.test.ts ✅ (29/29).

Two things you should look at before a reviewer does, because the now-checked boxes assert them and they aren't true yet:

  • Tests and QA Steps still hold their // TODO: placeholders. I left those alone deliberately — writing manual test steps on your behalf isn't something I should do. But I wrote clear testing steps that cover the changes made in this PR is now ticked above two empty sections.
  • The Screenshots/Videos blocks are all empty, while I included screenshots or videos for tests on all platforms and I ran the tests on all platforms are ticked. Same for I tested this PR with a High Traffic account — that one matters here specifically, since the lazy-loaded-categories bug this PR fixes only reproduces on a high-traffic account.

The only failing check remains Check independent approval, which clears when someone other than the author approves.

I merged the latest main into this branch and pushed it as 1cad8dd. GitHub now shows the PR as mergeable.

Git merged it without any manual conflict resolution. The PR's 15 changed files are unchanged. TypeScript typecheck passes. I couldn't run ESLint or Jest here because of local environment limits, so CI will cover those.

Fixed the failing ESLint check in c17b681.

ESLint flagged @typescript-eslint/no-unsafe-return twice in tests/unit/useLoadPolicyCategoriesAndTagsTest.ts:20-21. The mocks were untyped jest.fn(), so the jest.mock wrappers returned any. I typed both mocks as jest.fn<void, [string]>().

ESLint and typecheck now pass locally on that file. I couldn't run Jest here, so CI will confirm the test.

Merged main into this branch and resolved the conflict. Pushed as 56d4948.

Conflict: src/components/CategoryPicker/index.tsx:137. main changed sections to sectionsWithTitleStyles (it moved the w100 title style onto each row). This PR empties the sections while categories load. I kept both: sections={isLoadingNewOptions ? getEmptyArray<never>() : sectionsWithTitleStyles}. All other files merged automatically.

Local checks

I couldn't run typecheck, lint, or Jest locally. Package install scripts and patches don't run in my sandbox, so those tools fail before they reach the code. CI will run the full checks on this push.
