1. Go to a workspace chat in a workspace with more than one distance rate.
2. Submit a distance expense.
3. Go to the transaction thread.
4. Quickly go offline (you can use command+D to open the troubleshoot panel)
5. Click "Rate"
6. Select a different rate.
7. The message indicating the change should be added
8. Go online
9. Wait for the online to catchup.
10. The message should remain

Why: This PR is an internal correctness fix. It adds a hasLocallyKnownDistance check so that when a user changes a distance rate while the waypoints are still pending on the server (e.g. offline), the app can optimistically build the MODIFIED_EXPENSE system message using the locally-known route distance instead of erroring or showing nothing. This is a behavioral/bug fix — it makes the rate-change flow behave as already expected — and it does not introduce or change any user-facing feature, workflow, setting, label, or pricing.

What I checked

• The diff touches TransactionUtils and UpdateMoneyRequest optimistic-data logic plus unit tests — no user-facing copy or new UI.
• Searched App/docs/articles for distance-rate content. The relevant articles (Distance-Expenses.md, Set-distance-rates.md) describe how to create distance expenses and configure rates. Neither documents offline behavior, optimistic system messages, or the rate-change-on-an-existing-expense flow that this PR fixes, so there is nothing to update.

Since no changes are needed, I did not open a docs PR.
