[No QA] Upgrade openai dependency to 7.0 - #97189

Keep dependencies compatible with the declared Node 20 path
When installing with the Node 20.20.2/npm 10.8.2 combination that this package still declares as supported, this upgrade makes a clean npm install fail: .npmrc sets engine-strict=true, and the new lock entry for openai@7.0.0 requires node >=22.0.0. Please either remove Node 20 from the repo engines/setup paths or keep openai on a version that supports the declared Node 20 environment.

I think we can get rid of the Node 20 compat now. It was a chicken-and-the-egg problem with Mobile-Expensify, but now that both are upgraded to Node 26 I think we can remove Node 20 compat

Explanation of Change
Upgrades the
openainpm dependency from^6.16.0to^7.0.0. Per the openai-node changelog, the only breaking change in 7.0.0 is a requirement of Node.js 22+, which is already satisfied by this repo's.nvmrc/enginesand CI setup. No source code changes were required —OpenAIUtils.tsand its consumers (ChatGPTTranslator.ts,proposalPoliceComment.ts) continue to work unchanged against the new major version.Also rebuilds the compiled
proposalPoliceCommentGitHub Action bundle (.github/scripts/buildActions.sh/npm run gh-actions-build) so the bundled action picks up the newopenaiversion.Fixed Issues
