[Part 18] Remove Onyx.connect from LocalePhoneNumber

Explanation of Change

This update moves mention suggestion sorting onto the localized phone formatter.

SuggestionUtils no longer imports formatPhoneNumber directly from LocalePhoneNumber. Instead, getSortedPersonalDetails now receives the active formatPhoneNumber function from useLocalize(), and SuggestionMention passes that formatter through when sorting mention suggestions.

This keeps mention suggestion display ordering consistent with the ongoing ONYXKEYS.COUNTRY_CODE refactor and removes another direct dependency on LocalePhoneNumber.

This PR is a purely internal refactor. It changes how formatPhoneNumber is sourced in mention-suggestion sorting — instead of SuggestionUtils importing formatPhoneNumber directly from LocalePhoneNumber, the active formatter from useLocalize() is now threaded through getSortedPersonalDetails / getDisplayName. This is part of the ongoing ONYXKEYS.COUNTRY_CODE / "remove Onyx.connect from LocalePhoneNumber" effort.

There is no change to user-facing behavior, UI, feature naming, or workflow:

• Mention suggestions still appear, filter, and sort the same way.
• Phone-number logins still display with the same localized formatting.
• The only other changes are the corresponding unit-test updates.

Since nothing a customer sees or does has changed, none of the articles under App/docs/articles need updating, so no draft docs PR was created.

@marufsharifi, if you believe a specific article should be updated regardless, let me know which behavior it should document and I'll open a draft PR.
