Explanation of Change

Refactors the loading indicator on WorkspaceWorkflowsApprovalsEditPage from FullScreenLoadingIndicator to ActivityIndicator, in preparation for making the error/loading page recoverable (enabling the Go Back button by default).

The HeaderWithBackButton is rendered in the same tree as the loader, so per UI-1 the loader should be an ActivityIndicator (navigation is visible, so the user can always escape). FullScreenLoadingIndicator instead renders a full-screen absoluteFill overlay on top of the visible header, which violates the rule. The loader is now a centered ActivityIndicator rendered below the header while !initialApprovalWorkflow.

Fixed Issues

$ #96094
PROPOSAL:

Tests

  1. Sign in and open a workspace where you are an admin.
  2. Go to Workspace settings > Workflows.
  3. Enable Add approvals if it isn't already enabled.
  4. (Optional, to make the brief loading state easier to observe) Throttle your network in dev tools to a slow profile.
  5. Tap an existing approval workflow row to open the Edit approvals page (WorkspaceWorkflowsApprovalsEditPage).
  6. While the approval workflow is loading, verify that:
    • A centered spinner (ActivityIndicator) is shown below the header, not a full-screen overlay covering everything.
    • The header and the back button remain visible and tappable during loading.
  7. Tap the back button while the spinner is still visible and verify you navigate back without getting stuck.
  8. Re-open the Edit approvals page and let it finish loading; verify the approval workflow editor renders normally and everything (members, approvers, save/remove) works as before.
  9. Verify that no errors appear in the JS console.

Offline tests

Same as tests.

QA Steps

  1. Sign in and open a workspace where you are an admin.
  2. Go to Workspace settings > Workflows and make sure Add approvals is enabled.
  3. Tap an existing approval workflow row to open the Edit approvals page.
  4. While the page is loading, verify a centered spinner appears below the header (not a full-screen overlay) and the header/back button stays visible.
  5. Verify tapping the back button during loading takes you back without any stuck state.
  6. Let the page finish loading and verify the approval workflow editor renders and functions normally.
  7. Verify that no errors appear in the JS console.

PR Author Checklist

  • I linked the correct issue in the ### Fixed Issues section above
  • I wrote clear testing steps that cover the changes made in this PR
    • I added steps for local testing in the Tests section
    • I added steps for the expected offline behavior in the Offline steps section
    • I added steps for Staging and/or Production testing in the QA steps section
    • I added steps to cover failure scenarios (i.e. verify an input displays the correct error message if the entered data is not correct)
    • I turned off my network connection and tested it while offline to ensure it matches the expected behavior (i.e. verify the default avatar icon is displayed if app is offline)
    • I tested this PR with a High Traffic account against the staging or production API to ensure there are no regressions (e.g. long loading states that impact usability).
  • I included screenshots or videos for tests on all platforms
  • I ran the tests on all platforms & verified they passed on:
    • Android: Native
    • Android: mWeb Chrome
    • iOS: Native
    • iOS: mWeb Safari
    • MacOS: Chrome / Safari
  • I verified there are no console errors (if there's a console error not related to the PR, report it or open an issue for it to be fixed)
  • I followed proper code patterns (see Reviewing the code)
    • I verified that comments were added to code that is not self explanatory
    • I verified that any new or modified comments were clear, correct English, and explained "why" the code was doing something instead of only explaining "what" the code was doing.
    • I verified any copy / text that was added to the app is grammatically correct in English. It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
  • If a new CSS style is added I verified that:
    • A similar style doesn't already exist
    • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(theme.componentBG))
  • If new assets were added or existing ones were modified, I verified that:
    • The assets are optimized and compressed (for SVG files, run npm run compress-svg)
    • The assets load correctly across all supported platforms.
  • If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.
  • If the PR modifies a generic component, I tested and verified that those changes do not break usages of that component in the rest of the App (i.e. if a shared library or component like Avatar is modified, I verified that Avatar is working as expected in all cases)
  • If the PR modifies a component related to any of the existing Storybook stories, I tested and verified all stories for that component are still working as expected.
  • If the PR modifies a component or page that can be accessed by a direct deeplink, I verified that the code functions as expected when the deeplink is used - from a logged in and logged out account.
  • If the PR modifies the UI (e.g. new buttons, new UI components, changing the padding/spacing/sizing, moving components, etc) or modifies the form input styles:
    • I verified that all the inputs inside a form are aligned with each other.
    • I added Design label and/or tagged @Expensify/design so the design team can review the changes.
  • I added unit tests for any new feature or bug fix in this PR to help automatically prevent regressions in this user flow.
  • If the main branch was merged into this PR after a review, I tested again and verified the outcome was still expected according to the Test steps.

The only failing check is PR Author Checklist / checklist, and there's nothing in the code to fix — it fails because the checklist isn't filled out, not because of a test/build failure.

From the check log:

You completed 0 out of 38 checklist items with 38 unfinished items
##[error]PR Author Checklist is not completely filled out. Please check every box to verify you've thought about the item.

Every actual code check is green: typecheck, ESLint, Oxfmt, Jest (all jobs), Bun tests, Storybook tests, Check for unused styles, Knip, spellcheck, and the iOS/Android builds. (The Reassure perf tests are a non-blocking comparison job.)

This one is a manual, human-only step — I can't check those boxes on your behalf since each item asserts testing/verification a person actually performed. To clear it, situchan, please tick the boxes in the PR Author Checklist section (and fill in the Tests/QA steps + screenshots), then the check will re-run and pass.

Added Tests, Offline tests, and QA Steps to the PR description.

Since this PR only changes the loader on the Edit approvals page (FullScreenLoadingIndicator → centered ActivityIndicator), the steps focus on reaching that loading state and confirming the new behavior:

  1. Workspace settings → Workflows → enable Add approvals → tap an existing approval workflow to open Edit approvals.
  2. While loading, verify a centered spinner shows below the header (not a full-screen overlay), and the header/back button stays visible and tappable.
  3. Verify tapping back during loading navigates away without getting stuck, and that the editor renders/functions normally once loaded.
  4. No JS console errors.

Throttling the network makes the brief loading state easier to observe. Please review and adjust the wording as needed before marking the PR ready.

The only failing check is PR Author Checklist / checklist, and it's not a code problem — there's nothing for me to fix and push.

It's failing because the checklist in the PR description is unchecked:

You completed 0 out of 38 checklist items with 38 unfinished items
##[error] PR Author Checklist is not completely filled out. Please check every box to verify you've thought about the item.

To resolve: edit the PR description and tick each box in the author checklist (or copy the latest template from PULL_REQUEST_TEMPLATE.md if the checklist is out of date). This has to be done by a person, since checking the boxes is the confirmation that each item was actually considered.

Every other check (tests, typecheck, ESLint, Oxfmt, build, etc.) is passing.

The only failing checks are PR Author Checklist and PR Reviewer Checklist — every other check (tests, ESLint, Oxfmt, typecheck, builds, perf, Storybook, etc.) is passing.

These two checks aren't a code problem: they fail because the checklist items in the PR description (author) and the reviewer's checklist haven't been ticked off yet. They'll go green once the checklist boxes are completed by the author and reviewer — there's nothing in the code for me to fix or push.

@MelvinBot is it possible that approvalWorkflow exists while initialApprovalWorkflow doesn't exist?
In that case, this will cause regression of showing loading indicator below Save button.

Good catch — yes, it's possible, and it's a real regression. Fixed in 3bb2723 by gating the form on initialApprovalWorkflow too, so the two blocks are now mutually exclusive.

When it happens: approvalWorkflow comes from Onyx (WorkspaceWorkflowsApprovalsEditPage.tsx:51) while initialApprovalWorkflow is local useState set inside an effect (:54, :158). On the resume-from-subpage path (returning from member/approver selection), Onyx APPROVAL_WORKFLOW is still populated, so approvalWorkflow is truthy on the first render after mount while initialApprovalWorkflow is still undefined until the effect commits. In that render the old conditions — form on !!approvalWorkflow, loader on !initialApprovalWorkflow — were both true, so the ActivityIndicator rendered below the Save button. (With the previous FullScreenLoadingIndicator this was hidden because it was an absoluteFill overlay; the inline spinner exposes it.)

Fix: the form now renders only when both approvalWorkflow and initialApprovalWorkflow exist (:193), so during that first render only the loader shows, then it swaps to the form once the snapshot is set. This is safe — when currentApprovalWorkflow is missing the page already falls to the not-found view, and the effect always sets both together.

The remaining red checks (test (job 2/7/8)) are not caused by this PR — they're a broken-main failure. This PR only touches WorkspaceWorkflowsApprovalsEditPage.tsx; none of the failing files are in its diff, so there's nothing to fix here.

Root cause: ReferenceError: convertToDisplayString is not defined at src/libs/ReportActionsUtils.ts:494 and src/libs/ReportUtils.ts:6087. #97245 ("migrate convertToDisplayString to useCurrencyListActions hook (part 14)", merged 19:03 UTC today) removed the module-level convertToDisplayString import from both files and switched callers to a hook-provided param — but two module-scope call sites from the cross-border FX payment feature (getCrossBorderReimbursedMessage and the iou.businessBankAccount branch) were never updated, so they now reference an undefined name.

Two independently-green PRs collided on main: each passed its own test-merge (computed before the other landed), but their combination is broken. This affects every open PR whose test-merge is recomputed after 19:03 UTC — I could not find an existing fix/revert PR, so this looks like an active deploy blocker that needs a fix on main (update those two call sites to take the hook-provided convertToDisplayString, mirroring the other refactored functions in #97245).

About this PR: the branch already has main merged in, which cleared the earlier typecheck failure. The only remaining reds are this unrelated deploy blocker plus the two Author/Reviewer checklist checks (human sign-off). I'm not pushing any code change here since the failure is outside this PR's scope.

Merge commit: b47c025 — pushed to claude-workspaceWorkflowsApprovalsEditActivityIndicator.

The checks are already green now — no push from me was needed.

What was failing: ESLint, typecheck, and jest jobs 2/7/8, all with ReferenceError: convertToDisplayString is not defined at src/libs/ReportActionsUtils.ts:494 and src/libs/ReportUtils.ts:6087.

Root cause: The earlier merge of main into this branch (bbe1a04) resolved conflicts by keeping the stale side, reverting main's currency-formatting refactor. It dropped the convertToDisplayString as convertToDisplayStringUtil import + threaded argument in ReportUtils.ts, ReportActionsUtils.ts, and tests/unit/ReportUtilsTest.ts, leaving unresolved bare convertToDisplayString references. None of this belongs to this PR — the only intended change here is WorkspaceWorkflowsApprovalsEditPage.tsx.

Resolution: A newer merge of main (b47c0253dad, including #97723 fixConvertToDisplayStringMainBreak) was pushed to the branch and already restored the correct references. On that HEAD, ESLint, typecheck, and all 8 test jobs now pass (I also confirmed ReportUtilsTest, ReportActionsUtilsTest, and ReportNameUtilsTest pass locally). Nothing further needed.

No failing checks to fix — the latest run is green. The earlier checklist failure has cleared (it now passes), and every other check passes too.

The only non-passing entry is build (Debug, true), which is still pending (in progress), not failed. It should go green on its own once the build finishes; no code change is needed.

Help site review — no docs changes required

I reviewed the changes in this PR against Expensify's help site content under App/docs/articles.

Conclusion: No help site updates are needed, so I did not create a draft docs PR.

Why: This is a purely internal UI implementation change. It swaps the loading state on WorkspaceWorkflowsApprovalsEditPage from a full-screen overlay (FullScreenLoadingIndicator) to a centered ActivityIndicator rendered below the header (per the UI-1 correct-loading-indicator rule). There is no change to any documented feature, setting, tab, label, button, or user-facing workflow behavior — the approvals editing flow, its options, and its outcomes are all unchanged. Loading-spinner presentation is not something the help site articles document.

Since no docs changes are required, there is no linked help site PR to review. @situchan, if you believe any user-facing behavior did change and warrants a docs update, let me know and I'll create the draft PR.
