Tests

Prerequisite: Account has at least one "Control" workspace with "Rules" enabled.

1. Open the staging.new.expensify.com website.
2. Navigate to "Workspaces" > Workspace > "Rules"
3. Click on "Require Receipts"
4. Delete amount on "Require Receipt" and "Require Itemized Receipt" fields.
5. Note that an "Enter a vaild amount" error appears below both fields and a "Please fix the errors" message appears at the bottom of RHP.
6. Disable both fields.
7. Close and reopen RHP.
8. Verify that "Enter a valid amount" error, should be automatically disimissed after "Require Receipt" and "Require itemized receipt" fields are disabled. Also, closing and reopening RHP should also dismiss the error, as both fields are autopopulated with previous valid amounts again.

This PR is a purely internal bug fix. It modifies only src/components/Form/FormProvider.tsx, removing the persistence of form validation errors to Onyx so that a stale "Enter a valid amount" error no longer lingers after the Require Receipt / Require Itemized Receipt fields are disabled or the RHP is closed and reopened (fixing #94417).

Why no App/docs/articles update is needed:

• No feature, setting, tab, label, or workflow changed. The Workspace Rules receipt-requirement feature behaves exactly as documented; only a transient error-message display bug was corrected.
• The behavior fixed is not documented. Help site articles (e.g. Workspace-Rules.md) explain how to configure receipt rules — they don't describe form-level validation error handling, so nothing there is now inaccurate.

Because no docs changes are required, I did not create a draft help site PR, so there is no linked help site PR to review. If you believe a specific article should be updated to reflect this behavior, reply with @MelvinBot and point me to it and I'll draft the change.
