Why: This is batch 11 of a mechanical localization migration. It threads a translate function through the report-naming helpers (getGroupChatName, getPolicyExpenseChatName, buildReportNameFromParticipantNames) instead of calling translateLocal directly, so naming resolves via the caller's locale context.

Details

• All changes are internal plumbing in src/libs/ReportNameUtils.ts, src/libs/ReportUtils.ts, src/libs/ModifiedExpenseMessage.ts, and three page components — plus test updates.
• The resulting group-chat names, policy-expense-chat names, and participant-derived report names are unchanged. There is no new feature, no renamed UI element, no changed workflow, and no altered user-facing copy.
• The help site articles document product behavior and workflows (e.g., creating and naming group chats), none of which are affected by this refactor. There is nothing to add, remove, or correct.

If a future PR in this series changes any user-facing behavior or copy, that would be the point to revisit the docs.
