This PR is part of a refactor to remove
Onyx.connectfor the keyONYXKEYS.COLLECTION.POLICY_TAGSfrom thesrc/libs/actions/IOU/MoneyRequest.tsfile and replace it withuseOnyx.It isolates the
createTransactionfunction from theONYXKEYS.COLLECTION.POLICY_TAGSOnyx.connectkey.Changes
createTransactionno longer computespolicyTagListvia the deprecatedgetMoneyRequestPolicyTags(which relied onOnyx.connect). It now receives the tags reactively through thepolicyParams.policyTagListparam.ScanSkipConfirmationresolvespolicyTagListwith theuseOnyx-baseduseMoneyRequestPolicyTagshook and passes it tocreateTransactionviapolicyParams.getMoneyRequestPolicyTagsimport fromMoneyRequest.ts; also removes acurrentIOUReport/temporal-dead-zone concern by moving the resolution up into the component.TRACKbranch ofcreateTransaction: it now passespolicyParamsnested (policyParams: policyParams ?? {}) instead of spreading it at the top level.trackExpensereadspolicyParamsfromparams.policyParams(const {policy} = policyParams), so with the previous top-level spreadpolicyDatadefaulted to{}andpolicywasundefinedinsidetrackExpense/getTrackExpenseInformationfor tracked scanned expenses.
