Guard Table selection middleware with useIsFocused() so a background wide tags page cannot turn off the shared mobile selection mode flag while the RHP instance is selecting.

This is an internal bug fix in src/components/Table/TableRow.tsx that guards the mobile long-press selection logic with an isInNarrowPaneModal check, so a background wide page can no longer turn off selection mode while an RHP instance is selecting. It restores the intended behavior of multi-select on narrow/RHP views — it does not add, remove, or rename any feature, setting, tab, button, or workflow that the Help site documents.

Since there's no user-facing or documented-behavior change, I did not create a draft docs PR.
