This PR fixes a UI default-value bug — the amount field now starts empty instead of showing 0.00 when creating a manual expense (behind the newManualExpenseFlow beta). The change is contained to the internal NumberWithSymbolForm.tsx component.

Why no docs update is needed

• The relevant help article, Create-an-Expense.md, documents the manual flow only as "Enter the amount and currency, then click Next." It does not describe the field's default value (empty vs. 0.00), so it remains accurate either way.
• No other article under docs/articles documents the amount field's default state.
• The fix restores the expected behavior already implied by the docs (the user enters an amount into an empty field); it does not introduce, rename, or remove any customer-facing feature, tab, setting, or button.

Since no help article references this behavior, I did not create a draft help site PR.
