Explanation of Change

Prepares the frontend for the inbAdminsWel onboarding experiment, where the server decides at response time whether a MANAGE_TEAM user gets a bespoke welcome in their #admins room or the standard guided-setup tasks. The App reads the assigned variant directly from the API response and navigates accordingly — so whichever path the server picks, the user lands in the right place.

Two issues are fixed to make this work correctly:

  1. Optimistic writes to the admins room are skipped for MANAGE_TEAM. The server owns that content for both paths, so writing placeholder content optimistically would only flash stale data before the real message arrives.
  2. Navigation was reading the target room from Onyx state that hadn't been updated yet when it fired. It now reads the RHP variant directly from the synchronous API response.

Variant assignment is handled in the Auth companion: Auth#21785.

Fixed Issues

$ https://github.com/Expensify/Expensify/issues/637600
PROPOSAL:

Tests

ReportTest and ReportUtilsTest updated to assert no optimistic actions are written to the admins room for MANAGE_TEAM, and that guidedSetupData includes the correct entries for both paths.

Regression steps (can be run on staging without companion PRs — variant won't fire, but existing behavior should be unaffected):

  1. Create a fresh account without + sign and complete onboarding selecting Submit expenses (or Track my own expenses). Verify the welcome message and tasks appear in the Concierge chat.
  2. Repeat with Manage my team's expenses and medium company size (11 - 50). Verify the app navigates to the admins room without a placeholder flash and the standard welcome appears.
  3. Repeat with Just looking around. Verify normal Concierge navigation with no sign-off task.
  • Verify that no errors appear in the JS console

Offline tests

Not applicable — post-onboarding navigation requires a network connection.

QA Steps

Same as test steps.

PR Author Checklist

  • I linked the correct issue in the ### Fixed Issues section above
  • I wrote clear testing steps that cover the changes made in this PR
    • I added steps for local testing in the Tests section
    • I added steps for the expected offline behavior in the Offline steps section
    • I added steps for Staging and/or Production testing in the QA steps section
    • I added steps to cover failure scenarios (i.e. verify an input displays the correct error message if the entered data is not correct)
    • I turned off my network connection and tested it while offline to ensure it matches the expected behavior (i.e. verify the default avatar icon is displayed if app is offline)
    • I tested this PR with a High Traffic account against the staging or production API to ensure there are no regressions (e.g. long loading states that impact usability).
  • I included screenshots or videos for tests on all platforms
  • I ran the tests on all platforms & verified they passed on:
    • Android: Native
    • Android: mWeb Chrome
    • iOS: Native
    • iOS: mWeb Safari
    • MacOS: Chrome / Safari
  • I verified there are no console errors (if there's a console error not related to the PR, report it or open an issue for it to be fixed)
  • I followed proper code patterns (see Reviewing the code)
    • I verified that any callback methods that were added or modified are named for what the method does and never what callback they handle (i.e. toggleReport and not onIconClick)
    • I verified that comments were added to code that is not self explanatory
    • I verified that any new or modified comments were clear, correct English, and explained "why" the code was doing something instead of only explaining "what" the code was doing.
    • I verified any copy / text shown in the product is localized by adding it to src/languages/* files and using the translation method
      • If any non-english text was added/modified, I used JaimeGPT to get English > Spanish translation. I then posted it in #expensify-open-source and it was approved by an internal Expensify engineer. Link to Slack message:
    • I verified all numbers, amounts, dates and phone numbers shown in the product are using the localization methods
    • I verified any copy / text that was added to the app is grammatically correct in English. It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
  • I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)
  • I verified any variables that can be defined as constants (ie. in CONST.ts or at the top of the file that uses the constant) are defined as such
  • I verified that if a function's arguments changed that all usages have also been updated correctly
  • If any new file was added I verified that:
    • The file has a description of what it does and/or why is needed at the top of the file if the code is not self explanatory
  • If a new CSS style is added I verified that:
    • A similar style doesn't already exist
    • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(theme.componentBG))
  • If new assets were added or existing ones were modified, I verified that:
    • The assets are optimized and compressed (for SVG files, run npm run compress-svg)
    • The assets load correctly across all supported platforms.
  • If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.
  • If the PR modifies a generic component, I tested and verified that those changes do not break usages of that component in the rest of the App (i.e. if a shared library or component like Avatar is modified, I verified that Avatar is working as expected in all cases)
  • If the PR modifies a component or page that can be accessed by a direct deeplink, I verified that the code functions as expected when the deeplink is used - from a logged in and logged out account.
  • If the PR modifies the UI (e.g. new buttons, new UI components, changing the padding/spacing/sizing, moving components, etc) or modifies the form input styles:
    • I verified that all the inputs inside a form are aligned with each other.
    • I added Design label and/or tagged @Expensify/design so the design team can review the changes.
  • If a new page is added, I verified it's using the ScrollView component to make it scrollable when more elements are added to the page.
  • I added unit tests for any new feature or bug fix in this PR to help automatically prevent regressions in this user flow.
  • If the main branch was merged into this PR after a review, I tested again and verified the outcome was still expected according to the Test steps.

Reads the RHP variant directly from the API response instead of relying
on Onyx, avoiding the race condition where SaveResponseInOnyx queues
onyxData updates and the variant NVP is undefined when navigation fires.

Remove shouldUseFollowupsInsteadOfTasks — it was suppressing optimistic
task data for ALL MANAGE_TEAM users, leaving a blank UI until Pusher
delivered the real data. Tasks should appear immediately for the control
and other non-inbAdminsWel variants.

Keep optimisticConciergeReportActionID for MANAGE_TEAM so Auth has an
idempotent ID for the bespoke welcome when the inbAdminsWel variant is
assigned.
The server assigns the RHP variant at CompleteGuidedSetup time. For
inbAdminsWel, Auth replaces guidedSetupData with "[]" so no task or
welcome reportAction ever lands. The App was optimistically merging
the task reports + intro welcome into Onyx anyway, which lingered
forever for inbAdminsWel users (Pusher never delivers them because
the server never created them).

Wire payload (tasksForParameters, welcomeSignOff message) stays so
the server can post them for non-inbAdminsWel variants — Pusher
delivers ~1-2s after the response. inbAdminsWel users never see
stale optimistic state.
… message-in-wire test

guidedSetupData for MANAGE_TEAM now includes the text message and sign-off so the
server can post them (inbAdminsWel variant fix). Five existing toHaveLength(1) checks
were counting total entries; they now filter by type='task' so they stay precise.
New test validates the core invariant: message appears in guidedSetupData (wire) but
not in optimisticData (no flash before server responds).

Optimistic writes to the admins room are skipped for MANAGE_TEAM users
(shouldDeferOptimisticTasks=true) so the server can post authoritatively
for the inbAdminsWel variant. The previous assertion (not.toBeUndefined)
reflected the old behavior before deferral was introduced.

❌ CONSISTENCY-3 (docs)

The expression engagementChoice === CONST.ONBOARDING_CHOICES.MANAGE_TEAM is duplicated here when the variable shouldDeferOptimisticTasks (defined at line 11651) already captures this exact condition.

Reuse the existing variable:

const optimisticConciergeReportActionID: string | undefined = shouldDeferOptimisticTasks ? rand64() : undefined;

P2 Badge Avoid pointing lastVisibleActionCreated at skipped actions

For MANAGE_TEAM, shouldDeferOptimisticTasks now prevents adding the optimistic text/sign-off report actions, but this merge still writes lastVisibleActionCreated from welcomeSignOffCommentAction. In the inbAdminsWel path where the server does not immediately return matching report actions, the admins/Concierge report points at a non-existent last visible action, leaving the report preview/order stale until a later server update or refresh. Keep this field unchanged when optimistic actions are deferred, as the old shouldUseFollowupsInsteadOfTasks guard did.

Useful? React with 👍 / 👎.

@marcochavezf Do you mind briefly summarizing what this is doing or if it needs product review? I don't really understand based on the description at the top of the PR. Thanks!

Hi @joekaufmanexpensify, we're moving the welcome message to a new variant and restoring the onboarding tasks to the control variant (more details here), sorry if the PR description sounds a bit cryptic I will update it

@ahmedGaber93 let's pause the testing for now please, I'm going to include more changes for other two variants that we're going to add, and I think it would be better to include them here

The changes looks good, just a small note and update to QA steps

Micro company size now open the RHP with concierge chat nvp_onboardingRHPVariant: rhpConciergeDm not admin room (on https://staging.new.expensify.com/ Micro company open admin nvp_onboardingRHPVariant:rhpAdminsRoom).

If this is expected, let’s update this test step to prevent QA from reporting it as a regression.

- 2. Repeat with **Manage my team's expenses**. Verify the app navigates to the admins room without a placeholder flash and the standard welcome appears.
+ 2. Repeat with **Manage my team's expenses** and medium company size (11 - 50). Verify the app navigates to the admins room without a placeholder flash and the standard welcome appears.

let’s update this test step since isPostingTasksInAdminsRoom require email without + to return true

- 1. Create a fresh account
+ 1. Create a fresh account without `+` sign

We need also to confirm that the QA steps is a web only since isSidePanelReportSupported is not supported on native

🤖 Help site review: no changes required.

I reviewed the changes in this PR and they do not require any updates to Expensify's help site files under App/docs/articles.

Why: This PR is internal plumbing for the server-driven inboxAdminsBespoke onboarding experiment (renamed from inbAdminsWel). The changes are not user-facing behavior that the help site documents:

  • Renames an internal RHP variant constant (INB_ADMINS_WEL → INBOX_ADMINS_BESPOKE).
  • Skips stale optimistic writes to the #admins room for MANAGE_TEAM signups (the server owns that content for both experiment paths).
  • Reads the assigned RHP variant directly from the synchronous API response instead of from Onyx state that hadn't updated yet (a navigation timing fix).
  • Updated unit tests to match.

None of this changes a documented feature, setting, label, or user-visible workflow — it prevents a placeholder flash and fixes navigation timing for an experiment whose variant assignment lives server-side. Since no public behavior is added, removed, or altered, there is nothing to document on the help site, so I did not create a draft docs PR.

If a variant of this experiment later ships as the permanent onboarding behavior and changes what new admins see, that would be the point to revisit the getting-started articles.
