    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines

P2 Badge Encode parentTagsFilter in workspace tag settings URLs

The new workspace route builder appends parentTagsFilter directly into the query string without URL encoding, so filters containing reserved characters (for example &, #, or = from regex-based parent tag filters) will be truncated or parsed incorrectly. In those cases the tag settings page can open with the wrong parentTagsFilter (or none), which breaks dependent-tag resolution and can lead to incorrect tag selection/Not Found behavior. Please encode this value before concatenating it to the URL.

The revert in PR Expensify#91497 restored a `getUrlWithBackToParam` occurrence
that the original tightening had removed, leaving the seatbelt baseline
for `src/ROUTES.ts` at 160 while the file now has 161 actual
violations. Bump the baseline to 161 to unbreak CI on main.

I reviewed the changes in this PR. It reverts #91265 ("BT Migrate WORKSPACE_TAGS"), which only modified internal navigation/routing code:

  • Route path definitions (ROUTES.ts)
  • Screen name constants (SCREENS.ts)
  • Navigation config and linking config
  • Route parameter handling in workspace tag page components

No help site changes are required. This PR does not alter any user-facing features, UI labels, workflows, or terminology — it's purely an internal navigation refactor revert.
