1. Go to staging.new.expensify.com
2. Go to self DM.
3. Click + > Create expense > Manual.
4. Enter amount > Next,
5. On confirm page, click Attendee.
6. Add another attendee and save it.
7. Click Create expense.
8. Open the expense thread.
9. Click Attendee field.
10. Add another attendee then turn off internet --> then save it.
11. Verify that System message should be "set the attendees to Y".

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines

Either way, this needs a fix—even if we decide to use set, the system message briefly shows “changed…” (optimistically) and then updates to “set…”. See: #75653 (comment)

I reviewed this PR against docs/articles and found no help site updates are needed, so I did not create a draft PR.

Why: this is a bug fix that restores the intended system message. It swaps the old/new attendee arguments back into the right order and stops the auto-added default attendee from counting as a prior edit. No feature, setting, tab, field, or button label changed.

What I checked

The change (src/libs/ModifiedExpenseMessage.ts:528-529, src/libs/ReportUtils.ts:6274-6279) only affects the wording of the automatic system message posted in the expense thread when attendees are edited. It also removes an optimistic-vs-server flicker.

Articles searched — every file in docs/articles matching attendee, plus a search for the literal message strings (changed the attendees, set the attendees, removed the attendees) and for system message.

The only article that covers this area is Adding Attendees. It describes the audit trail in general terms only:

All attendee changes are recorded in the expense history for auditing

Yes. Expensify automatically records all attendee updates in the expense history. These system records cannot be edited.

Both statements are still accurate after this PR. No help site article quotes the system message text, so nothing became stale.

Managing Expenses in a Report and Edit Expenses mention Attendees only as a column or editable field, which this PR does not touch.
