refactor: move flash button out of camera focus gesture detector

Explanation of Change

This PR ensures the the camera focus is not affected by taps to the flash button.

This is done by moving the flash button out of the camera's gesture detector view.

2. Tap on the FAB/Camera icon (enable permissions for camera if needed).
3. Tap on the flash icon to enable or disable.
4. Verify that the camera focus does not change when the flash icon is tapped.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

@abzokhattab Sorry for the delay, I was trying to get a physical iOS device to test with since camera functions don't work on the iOS simulator. I wasn't able to verify that, unfortunately.

However, this change will work the same way on iOS since it's implemented in the index.native.tsx file.
