fix: Create report button shows non-default workspace but new report is created in default workspace

Explanation of Change

When we move an expense to new report in a workspace, we will move the expense to a new report within the same workspace rather than moving it to default a workspace chat.

1. Go to staging.new.expensify.com
2. Go to workspace chat B.
3. Create an expense.
4. Open the expense report.
5. Click Report. → Create report button shows workspace B.
6. Click Create report button.
7. Verify that the expense is moved to a new report in workspace chat B
