fix: Keyboard Navigation: Landing Page: The combobox of Language is not focusable with Tab key

Explanation of Change

The Language picker on the landing page was not focusable via keyboard Tab navigation because the <select> element had tabIndex: -1 hardcoded.

Root Cause: PR #26846 set tabIndex: -1 on all Picker components to fix an iOS Chrome mobile web issue (#25759) where the soft keyboard's down arrow would unexpectedly jump to the language picker.
However, this fix was applied globally, unintentionally breaking desktop keyboard accessibility.

Solution: Made tabIndex platform-aware:

• Desktop (Mac/Windows/Linux): tabIndex: 0 - allows Tab key focus
• Mobile (iOS/Android): tabIndex: -1 - preserves the original iOS fix

This restores keyboard accessibility on desktop while maintaining the mobile soft keyboard navigation fix.
