Explanation of Change

After rejecting expense, Mark as resolved button will be shown as the primary button in the single expense report view and hide Submit button in more menu

About the regression #74273, after the admin marked it as resolved, we saved the violation autoReportedRejectExpense in dismissViolations => we filtered out the violation here => Mark as resolved is not displayed in admin side. So i think it is expected. If we want to fix it, we need BE changes to remove autoReportedRejectExpense in dismissViolations

Looks like the backend code for dismissed violations has been changing a bit recently, so it's possible someone is already working on that. For now I'd say let's not block on this.

There's a conflict in ReportPrimaryActionUtils.ts though, can we fix please?
