[Better Expense Report View] Fix the misalignment of the columns in the Report View caused by the Comments column

Explanation of Change

Fixes for issues mentioned in #62605 (comment) discussion:

• The columns in the expense reports are misaligned because of the comments column - needs to be fixed.
• We want to show the comments column (and the reserved space for it) only if there are comments for any of the expenses. Not anymore.

Tests

1. Go to workspace chat.
2. Submit some expenses (fill out all fields to test columns alignment properly, preferably with long values).
3. Go to transaction thread of any expense.
4. Send a reply.
5. Go to Reports > Expense Reports.
6. Verify that chat bubble does show up on the expense row on wide screen & is correctly aligned.
7. Verify that other columns are also aligned correctly.
8. Resize the screen to small (or use mWeb, Android or iOS).
9. Again, verify that everything is aligned correctly.

It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
