Explanation of Change

This PR removes the prop shouldDelayFocus from the base and native input components, since the delay behavior implemented to avoid bugs on mobile devices (as @hannojg described in #54759) isn't necessary anymore, and the bugs aren't reproducible.
It also removes implementations of this logic in other parts of the app, since those parts point to the same components.
The issue linked above also points to two other issues where iOS Safari is failing to autoFocus on some text inputs. These issues are under investigation and the problem is not targeted on this PR.

Tests

• Verify that no errors appear in the JS console

1. Navigate somewhere the input should be auto focused (for example: The sign in OTP screen, the search button on the header when signed in, editing profile details such as status, phone number, pronouns, etc.)
2. Notice on those screens, modals, etc. that the first (or only) input is focused when you navigate to them and your keyboard opens automatically (as cited before, iOS Safari and iOS Chrome will not focus properly everywhere)

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
• I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)
