[FIX]: Inconsistent behavior when saving existing name without edit and unnecessary API calls

Details

We were getting inconsistent errors for tags and categories, fixed that over here, and also fixed unnecessary api calls which were made without any edit to the text saved

QA Steps

Precondition:

• User is admin of Collect workspace.
• The Collect workspace has categories and tags.

1. Go to staging.new.expensify.com.
2. Go to Profile > Workspaces > Collect workspace.
3. Go to Categories.
4. Click on any category.
5. Click Category name.
6. Save the name without editing.
7. Go to Tags.
8. Click on any tag.
9. Click Tag name.
10. Save the name without editing.

Observe that when the name is being edit but no change has been done, it do nothing and the modal just closes and the API call is skipped
