Explanation of Change

Support 'Select all matching' when moving expenses to a report adds Move to report to the Spend page toolbar when every matching expense is selected with Select all. Before, that selection only offered Pay, Export, and Download. The help site didn't describe this flow, so members couldn't learn when the option appears or why it's sometimes hidden.

This PR updates Getting Started with the Spend Page to add:

• How to move all matching expenses to a report from the Spend page: web and mobile steps (filter by Unreported, Select all, All matching items selected > Move to report, choose a destination).
• When you can move all matching expenses to a report: the option only shows when no expenses were unchecked and either every match has loaded or the Status filter is Unreported only. It also notes the offline behavior (You appear to be offline.).
• A FAQ entry: Why don't I see Move to report after selecting all matching expenses?
• New search keywords for the flow.

Labels were checked against the App source strings (Select all, All matching items selected, Move to report, Create report, You appear to be offline.) and against dev NewDot web (Spend > Expenses, Filters > Status > Unreported, More > Move to report, Create report).
