8. Verify the confirm page is cleared when reopened from Create expense button on Insights.

This PR fixes a bug. The Create expense button on the empty Insights page now passes the existing draft transaction IDs to startMoneyRequest. As a result, the confirm page clears correctly when you reopen it. The feature, labels, and documented steps are unchanged.

What I checked

• The only changed file is src/pages/Insights/states/InsightsNoExpensesState.tsx. It changes no UI copy, labels, settings, or flows.
• I searched the Insights articles in docs/articles/new-expensify/insights/, including How-to-Use-Insights-in-Expensify.md. None of them describe the empty state, its Create expense button, or clearing drafts. The fix does not make any article inaccurate.

I did not create a docs PR because no changes are needed.
