Tests

  1. Go to workspace chat.
  2. Create an expense and click Submit on the expense preview. Rename this report to A.
  3. Create an empty report. Rename this report to B.
  4. Click + > Create expense > Manual.
  5. Enter amount > Next.
  6. On confirm page, click Report.
  7. Select the outstanding report A from Step 3.
  8. Click Create expense.
  9. Verify that the expense is created for report A
  • Verify that no errors appear in the JS console

No help site changes are required for this PR, so I did not create a draft docs PR.

This is a behavior-restoring bug fix, not a feature or copy change. The Report field on the expense confirmation page already existed and already listed the outstanding report; the bug was that resolveReportForMoneyRequest used a different eligibility check than the picker, so the expense landed in the draft report instead. The fix makes both use canAddTransaction, so the app now does what the UI already promised.

Why no article needed updating

What changed: src/libs/IOUUtils.ts:583 replaced !(isProcessingReport && !policy.harvesting.enabled) && isReportOutstanding(...) with canAddTransaction(transactionReport, isArchivedReport(reportNameValuePair), false). The policy prop was dropped from the function and its two call sites.

Docs check: I searched docs/articles for the confirmation-page Report field, outstanding-report selection, and the harvesting/automatic-submission interaction with adding expenses to a submitted report. Nothing documents the old (buggy) resolution, so nothing is now stale:

  • Create-an-Expense.md — manual/Scan/Distance/Time steps stop at choosing a workspace or individual, then Create expense. It never mentions the Report field, so no step is wrong.
  • Managing-Expenses-in-a-Report.md — covers adding and moving expenses from inside a report, and its rules (Approved or Paid reports need unapproving first) still match canAddOrDeleteTransactions. The new gate lets a submitted report awaiting first-level approval accept expenses, which is exactly what this article already describes.
  • Create-and-Submit-Reports.md and Track-Expenses.md — no affected claims.

No UI labels, tab names, buttons, or feature names changed in this PR, so there is nothing to re-verify against the live UI.

One optional gap, unrelated to this fix: Create-an-Expense.md never documents that you can pick a destination report from the Report field on the confirmation page. That field predates this PR, so documenting it isn't required here. Tell me if you'd like a separate docs PR to add it and I'll open one.
