Action Performed:

Preconditions:
Use expensifail account
Collect workspace is created
Rules feature is enabled

1. Go to staging.new.expensify.com
2. Navigate to Workspace settings > Rules page.
3. Click "Add rule".
4. Complete the workspace upgrade.

Expected Result:

App should open the create rule RHP after upgrading workspace.

Actual Result:

Create rule RHP does not open after upgrading workspace and user has to click Add rule again.
