Problem

On OldDot/Classic, admins can download a workspace's workflow configuration. On NewDot there's no equivalent — Workflows has no export option, so this is a feature-parity gap. Today the only workaround is Members > More > Download CSV, which exports each member's approval workflow rules in a CSV.

Proposed solution

Add a Download workflows button to the More menu on the Workspace > Workflows page. Clicking it should export the same CSV that is produced by Members > More > Download CSV (i.e. the per-member workflow rules), so admins can download their workflow configuration directly from the Workflows page.

Acceptance criteria

• A Download workflows option appears in the More menu on the Workflows page (for users with permission to manage workflows).
• Selecting it downloads a CSV identical to the one produced by Members > More > Download CSV.
• Behavior/permissions match the existing Members CSV download.

What is the root cause of that problem?

This is a feature‑parity gap, not a regression. The Workspace > Workflows page renders a More dropdown (WorkspaceWorkflowsPage.tsx:1071-1084) whose items come from the approvalSecondaryActions array (WorkspaceWorkflowsPage.tsx:357-367). That array currently only has Import workflows — there is no download option, so admins can't export their workflow config from this page.

The exact CSV the issue asks for is already produced by Members > More > Download CSV, which just POSTs to the existing ExportMembersCSV command via downloadMembersCSV() — no App‑side transform. So the gap is purely a missing menu item, and the export logic already exists and can be reused as‑is.

What changes do you think we should make in order to solve the problem?

Add one item to the existing Workflows More menu that reuses the existing Members export — no new API command and no backend change, since the CSV must be identical to the Members one.

1. Add a Download workflows entry to approvalSecondaryActions (WorkspaceWorkflowsPage.tsx:357), mirroring the Members item at WorkspaceMembersPage.tsx:655-675: icon: Download, an offline guard, and onSelected calling downloadMembersCSV(policyID, …) with the same failure‑modal handling.
2. Add a spreadsheet.downloadWorkflows: 'Download workflows' key in en.ts (and es.ts) for the label. CONST.POLICY.SECONDARY_ACTIONS.DOWNLOAD_CSV already exists and can be reused for the item value.
3. Permissions come for free: the More menu is already gated by !shouldBlockApprovalWorkflowEditing && canWriteApprovals (WorkspaceWorkflowsPage.tsx:1072), so any item added to approvalSecondaryActions inherits the "can manage workflows" gate the AC requires.

Why this is App‑only (no Auth change)

The AC says the download must be identical to Members > Download CSV. That CSV is generated server‑side by the ExportMembersCSV Auth command; downloadMembersCSV() simply builds a FormData POST to its command URL and streams the file back. Reusing that action means we depend on an already‑shipped, unchanged backend command — nothing new is required in Auth. If product later wants a different set of columns than the Members CSV, that would need a new Auth command (ExportWorkflowsCSV) and is out of scope for this parity request.

What alternative solutions did you explore? (Optional)

Reuse the existing spreadsheet.downloadCSV ("Download CSV") label instead of a new downloadWorkflows key — rejected because the issue specifically wants the label Download workflows on this page.

Implemented the approved proposal — added a Download workflows item to the More menu on Workspace > Workflows. It reuses the existing downloadMembersCSV() action (POSTing to the already-shipped ExportMembersCSV command), so the CSV is identical to Members > More > Download CSV. No new API command or backend change, and permissions are inherited from the existing "can manage workflows" gate on the More menu.

Changes:

• src/pages/workspace/workflows/WorkspaceWorkflowsPage.tsx — new downloadWorkflowsAction + a Download workflows entry in approvalSecondaryActions (offline guard + download-failure modal, mirroring the Members flow).
• Added spreadsheet.downloadWorkflows to en.ts, es.ts, and all other locale files (de, el, fr, it, ja, nl, pl, pt-BR, zh-hans) so typecheck passes.

Checks run locally: oxfmt, ESLint on changed files (no new errors), typecheck-tsgo (pass), React Compiler compliance on the modified page (pass), and the Workflows UI test suites (17/17 pass).

Verified on web: the More menu shows the new Download workflows option next to Import workflows, and selecting it runs the CSV export path with no error (screenshots in the PR). One non-blocking side note: navigating directly from a workspace's Overview tab to Workflows produced an intermittent error screen that recovered on refresh — I couldn't confirm whether it's related to this change (it doesn't touch navigation/mount logic) or a pre-existing dev-env race, so flagging it just in case.
