Workflows > Payments shows "no bank account linked" when the linked reimbursement account is not in an OPEN state #97679
When a workspace's linked reimbursement account (policy.achAccount) is not in an OPEN state (e.g. it has been deleted or closed), the Workflows > Payments section renders as if no bank account is linked at all. The linkage still exists on the policy — the pointer just references an account that is no longer usable — but the UI hides it completely.
This is confusing for admins: it looks like they never connected an account, when in reality an account is linked but is not in a usable state. It also makes it hard to understand why paying reports behaves unexpectedly (e.g. the Pay flow falling back to asking for account confirmation, or bulk pay appearing to do nothing).
Expected behavior
Still surface the linked bank account in Workflows > Payments even when it is not in an OPEN state, rather than showing nothing.
Clearly indicate that the account is not ready to be used (e.g. a status/badge and explanatory text), and ideally guide the admin toward the next step (re-link / re-verify / choose a different account).
Why this matters
The empty state hides the real reason payments misbehave and sends admins down the wrong path (thinking no account was ever linked). Showing the account with a clear "not ready" state makes the situation self-explanatory.
