[Due for payment 2026-07-23] The GBR associated with `isActionableVirtualExpensifyCard` doesn't show up on the wallet page for combo virtual/physical domain cards

Problem

The GBR that prompts a user to enter personal details (driven by isActionableVirtualExpensifyCard) does not appear on the Wallet page for automatic combo virtual/physical domain cards.

The virtual card in the card list is hidden by getDisplayableExpensifyCards, so the bank-account row on Wallet never gets its GBR dot. The result is a confusing green dot on Wallet with no actionable "brick" prompting the user to add personal details.

Expected

The isActionableVirtualExpensifyCard GBR should show on the Wallet page even for combo virtual/physical domain cards, so users have a clear prompt to enter the personal details required to view their virtual card.
