Action Performed:

Precondition
use Expensifail account

1. Go to https://staging.new.expensify.com/
2. Create CONTROL workspace
3. Go to workflows > click Add approval Workflow > Navigate back

Expected Result:

The Add Approval Workflow button should open the next screen immediately without delay, and when navigating back the Workflows page should retain and display the correct workflow state consistently.

Actual Result:

The Add Approval Workflow button responds with a noticeable delay, and after navigating back the Workflows page displays an inconsistent or incorrect workflow state.
