Proposal

Root Cause

PR #87998 wrapped the "More" secondary-actions dropdown in a new, unstyled <View collapsable={false}> (the submit-to popover measurement anchor). After an expense is submitted to a submit-only workspace, the header's primaryAction becomes '', which switches the More button onto its styles.flex1 ("fill remaining width") path. A flex: 1 child needs a parent with a resolved main-axis size — the new wrapper View has no style (default flexDirection: column, no width/flex), so on Yoga/Fabric (iOS & Android App) the button collapses to 0 width and disappears. Web/desktop resolve the layout differently, which is why it only repros on native.

This is a layout regression from the wrapper, not an empty-actions-list bug — getSecondaryReportActions still returns Download PDF / Print / View details, so the if (!applicableSecondaryActions.length) return null guard does not fire.

Evidence

• The new unstyled wrapper (no style prop): ReportSubmitToPopoverAnchor.tsx:257-264
• Where the wrapper was inserted around the dropdown: MoneyReportHeaderSecondaryActions.tsx:431-437
• The More button takes styles.flex1 only when there is no primaryAction (i.e. after submit): MoneyReportHeaderKYCDropdown.tsx:105
• Header flex-row layout the button must participate in: MoneyReportHeaderActions/index.tsx:75-95
• Actions list is non-empty for a submitted report (rules out the null path): ReportSecondaryActionUtils.ts unconditionally pushes DOWNLOAD_PDF, PRINT, VIEW_DETAILS.

Why "after submit to a submit workspace" specifically: before submitting, primaryAction === SUBMIT, so the More button sizes to its content (no flex1) and the bug is masked. Post-submit on a submit-only policy the user has no further primary action → primaryAction becomes '' → button switches to the flex1 path → the styleless wrapper collapses it.

What changes do you think we should make?

Make the measurement-anchor View layout-transparent so the inner flex: 1 button can resolve its width on native. Since the wrapper is generic (also used by Search rows), thread an optional style prop from the caller rather than hard-coding flex1 (a static flex1 would over-stretch the wrapper when a primaryAction is present):

1. Add an optional style?: StyleProp<ViewStyle> to ReportSubmitToPopoverAnchor → ReportSubmitToPopoverMeasurableAnchor, applied to the <View ref={anchorRef}> at ReportSubmitToPopoverAnchor.tsx:257-264.
2. In MoneyReportHeaderSecondaryActionsInner (MoneyReportHeaderSecondaryActions.tsx:431-437), pass that style mirroring the button's own condition (styles.flex1 when narrow layout and no primaryAction/customText, styles.w100 when there's custom text) so the anchor stretches exactly when the button expects to fill.

This preserves the popover-anchor measurement while restoring native layout. (If a quick revert of #87998 is preferred to unblock the deploy, that also resolves it, but the targeted fix above is small.)

What alternative solutions did you explore?

• Static style={styles.flex1} on the wrapper — rejected: it would over-stretch the anchor and distort the header when a primaryAction is present.
• alignSelf: 'stretch' — only fixes the cross axis; insufficient on its own for the fill-width case.
• Render children directly (skip the anchor View) in the header — viable but would need a separate measurement strategy for the popover anchor in the header context.
