[Due for payment 2026-07-01] [NoQA] Remove unused OPEN_AND_SUBMITTED_REPORTS_BY_POLICY_ID derived value

Problem

The OPEN_AND_SUBMITTED_REPORTS_BY_POLICY_ID Onyx derived value subscribed to the entire REPORT collection and SESSION, then ran an O(n) Object.entries reduce over every report on each change to group open/submitted reports by policy. This derived value was never consumed anywhere in the app, so the computation was pure overhead that recalculated frequently on large accounts.

Solution

Removed the unused derived value entirely: deleted the config (openAndSubmittedReportsByPolicyID.ts), its registration in ONYX_DERIVED_VALUES.ts, the ONYXKEYS.DERIVED.OPEN_AND_SUBMITTED_REPORTS_BY_POLICY_ID key and type mappings, the OpenAndSubmittedReportsByPolicyIDDerivedValue type, and its unit tests. No callers needed updating since nothing referenced this derived value.
