Detailed Analysis

Evidence

• The issue reports that for users who chose "Track and budget my expenses" during onboarding, "Getting started" appears before "For you" on mobile (narrow layout). The expected behavior is the opposite: "For you" should appear before "Getting started" for the TRACK_WORKSPACE intent.
• PR [Home Page] Add onboarding intent for Track and budget my expenses #88607 is listed in the current StagingDeployCash checklist (issue Deploy Checklist: New Expensify 2026-05-06 #89819) and was merged on 2026-05-06, immediately before the bug was reported.
• The melvin-bot also independently identified this PR as the cause.
• The PR description explicitly states: "Swap For you and Getting started on narrow layouts only for the TRACK_WORKSPACE intent so the mobile Home ordering matches the issue requirements without affecting other onboarding flows."
• The bug is only reproducible on staging (new feature, not in production).

Verification

• The affected file is src/pages/home/HomePage.tsx, which controls the narrow-layout ordering of sections.
• PR [Home Page] Add onboarding intent for Track and budget my expenses #88607 does NOT modify HomePage.tsx at all — confirmed via gh pr diff 88607 (zero matches for HomePage.tsx).
• HomePage.tsx currently hard-codes GettingStartedSection before ForYouSection on narrow layouts for ALL intents (lines 72-73), with no conditional based on onboarding intent.
• PR [Home Page] Add onboarding intent for Track and budget my expenses #88607 modified src/pages/home/GettingStartedSection/hooks/useGettingStartedItems.ts and added src/hooks/useOnboardingIntent.ts, but these only affect which items appear inside the "Getting Started" section — not the ordering between the two sections on the Home page.
• The HomePage.test.tsx file added by this PR (lines 808-825) actually asserts the broken ordering as correct: it expects GettingStartedSection to always appear before ForYouSection on narrow layouts for all intents including TRACK_WORKSPACE, which contradicts the intended behavior described in the PR and the parent issue.

Root Cause

The PR's implementation is incomplete. The useGettingStartedItems hook was updated to support the TRACK_WORKSPACE intent (showing 3 new tasks), but the promised layout change — conditionally rendering ForYouSection before GettingStartedSection when intent is TRACK_WORKSPACE on narrow layouts — was never applied to HomePage.tsx. The test added by the PR locked in the incorrect ordering rather than the intended one. Reverting PR #88607 will remove the incomplete TRACK_WORKSPACE support and restore the previous stable behavior.
