[Split #88320] PR 8 - Add inverted-wheel handler for InvertedFlashList

Goal: Port RN-Web inverted wheel behavior into InvertedFlashList.

Scope:

• Add useInvertedWheelHandler.ts native no-op
• Add useInvertedWheelHandler.web.ts
• Update InvertedFlashList/index.tsx
• Update FlashList/index.tsx
• Add unit coverage for web and native behavior

Risk: Low-medium. QA web wheel scrolling across inverted surfaces.

This step is likely no longer needed, since RN-Web's invertedWheelEventHandler patch was already converted into a flash-list patch (@shopify+flash-list+2.3.0+003+fix-inverted-scroll-direction-on-web.patch) during migration. There is broader effort to upstream these patches to flash-list already, with several PRs already opened and more planned in the future.

No separate local hook is required now
