[Due for payment 2026-07-08] [Split #88320] PR 6 - Replace ReportActionsView with ReportActions orchestrator

Goal: Introduce src/pages/inbox/ReportActions.tsx as the orchestrator and replace ReportActionsView.

Scope:

• Add src/pages/inbox/ReportActions.tsx
• Delete src/pages/inbox/report/ReportActionsView.tsx
• Delete obsolete getReportActionsListInitialNumToRender helper and test
• Update consumers to mount ReportActions
• Rewrite UI and perf tests against the new surface

Risk: Medium. This is the main orchestration swap.
