[Due for payment 2026-05-29] [Xero] Frontend — Travel Invoicing payable account selector

Add the Travel Invoicing configuration section to the Xero accounting integration settings page, mirroring the section that exists on QuickBooks Online.

Xero's data model does not use vendors in the same way, so this section exposes only:

• Travel payable account selector

The section should be gated on the Travel Invoicing feature being enabled for the workspace, matching the existing QuickBooks Online behavior.
