Action Performed:

Precondition:

• Workspace is set up with Expensify Card feature, but no Expensify card is assigned.
• Rules are enabled.

1. Go to staging.new.expensify.com
2. Go to workspace settings > Rules.
3. Click Add spend rule.
4. Click Choose cards.

Expected Result:

Cards empty state will not show "All cards already have a rule" when workspace has no card.

Actual Result:

Cards empty state shows "All cards already have a rule" when workspace has no card.
