Implement this section of the design doc. These changes should include:

• Adding NSFaceIDUsageDescription to Mobile-Expensify/iOS/Expensify/Expensify-Info.plist‎
• Adding NSFaceIDUsageDescription to ios/NewExpensify/Info.plist
