Release #2 Follow up: Polish Personal Rules

Coming from #79659, lets do the following:

• Change #1 - Update the copy for the table from Update x, update y, update z to Update x, y, z
• Change #2 - Add a searchbox for the personal rules table
• Change #3 - Add padding to the bottom of the personal rules table
• Change #4 - Fix tags not being applied upon merchant match
• Change #5 - Expense Rules - New category added is not arranged in alphabetical order in Category list
