3. Switch the VPN on
4. Open App
5. Turn airplane mode on

Expected Result:

You should be detected as being offline when you're not connected to any network

Actual Result:

You're not detected as being offline

We dont have VPN client to confirm repro, so added "Need repro" label as well

Turning wifi and mobile data off is not being detected as offline
Turning airplane mode on is not being detected as offline
The VPN app immediately detects these disconnects

The fix in #6059 would help here, and App will realize it's offline in about 10 seconds
(For some reason it takes NetInfo some time to realize App is offline)

Like @kidroca said, it looks like the fix in #6059 should close this issue as well.
Not sure if we can call this a duplicate since it is the same behavior but another flow, so I'm adding another engineer to take a look at it too.
