2. Go to self DM.
3. Create an expense without receipt.
4. Click Submit it to someone.
5. Select workspace chat.

Expected Result:

Confirm page will show receipt modal when submitting unreported expense to workspace.

Root Cause Analysis

The receipt modal depends on showReceiptEmptyState function which checks if the policy is a paid group policy. When submitting an unreported expense to a workspace, if the user is a member of multiple policies, the policy resolution may return undefined, causing the receipt modal to not display.

Next Steps

Need to verify if PR #78758 changes affected how reportID or policy is set when selecting workspace recipients, or if another PR is responsible.
