1. Login and navigate to link -https://staging.new.expensify.com/r/1540486774487195
2. Log out
3. Navigate to link as anon user- https://staging.new.expensify.com/r/1540486774487195
4. Observe Concierge page is displayed and navigate this link the second time

Expected Result:

Public room should display when navigate to public room on the first time

Actual Result:

Concierge page is displayed when navigate to public room. Navigate to the link again, public room is displayed
