[Time Tracking][BE] Policy Rate not in Cents

The workspace rate and enabled is sent but I believe the rate isn't in cents, it looks 100x too little

@mhawryluk I looked into this, thinking we should continue sending a numeric value on the policy object (no cents/integers, no USD conversion) instead. Simply, we'd send the rate as a formatted number in currency units i.e.10 or 10.22 for USD or 1022 for JPY

Then the rate would be read as the numeric amount in the FE.

Let me know your thoughts as I will need to update the design doc slightly to account for that as it assumed rate was stored in cents

hmm, I think it's okay. if I understand correctly that just means that I need to multiply the received rate by 100, right? I use the rate to calculate transaction amount right now like this: Math.round(rateInCents * count), so instead it would be: Math.round(rate * 100 * count). cause if I'm not mistaken our amount is an integer value of subunits (I checked how it is for JPY, which doesn't have subunits, and 1 yen: amount=100). is that correct?

and for the currency conversion, I assume the rate is in the default currency of the workspace and no conversion is necessary

@mhawryluk Yes that's correct. I did a test for JPY as well and put rate as 2990 and it multiplied by 100 for the transaction NVPs on the transaction object
