Action Performed:

1. Go to staging.new.expensify.com
2. Log in with a new account.
3. On work email step, click Concierge icon.
4. Right click on the message > Reply in thread.

Expected Result:

Onboarding modal cannot be skipped.

Actual Result:

Onboarding modal can be skipped by opening Concierge chat.

Workaround:
