Expenses - Category checkbox isn't shown disabled when deleting relevant expenses offline

App Component: Chat Report View

Action Performed:

1. Go to new Expensify
2. Open a report with several expenses sorted by categories
3. Go offline
4. Delete all expenses of one category

Expected Result:

The checkbox is deleted or shown as disabled as there are no expenses on the category so shouldn't work

Actual Result:

The checkbox is still shown as not disabled and clickable when it's not working
