Web - Workspace - Several workspaces are created for the non validated user B account after sign out from user A

Issue was found when executing #7509

Action Performed:

1. Open an incognito window and go to expensify.com
2. Sign in to expensify.com as a brand new user (User A)
3. Click "Get Started" on WelcomeFree
4. Verify and note that User A is now logged into NewDot
5. Navigate back to expensify.com and sign out
6. Sign in to expensify.com as a brand new user (User B)
7. Click "Get Started" on WelcomeFree

Expected Result:

Only one workspace should be created.

Actual Result:

A lot of workspaces was created when second user is login into NewDot.

Confirmed that this is reproducible on dev but I think this might require some work in Web-E so I don't it's a suitable task for Upwork.

I wasn't able to reproduce the same behavior shown in the video in the issue description, but 2 workspaces are still being created. The same behavior occurs on production. Since the expected behavior is that one workspace is created, I'll keep looking into this.
