Action Performed:

1. Create a workspace
2. Create an expense in the workspace chat, submit it and approve
3. Navigate to the Reports tab - To-do section - Pay
4. Expand the report and click View

Expected Result:

Pay button should be present

Actual Result:

Pay button is missing, it only appears when reopen the expense
