Action Performed:

1. Go to staging.new.expensify.com
2. Log in with new account.
3. Create a workspace.
4. Go to workspace chat.
5. Create an expense.
6. Create an empty report.
7. Go to Reports > Reports.
8. Open the empty report.
9. Click app back button.
10. Open the empty report.

Expected Result:

Empty report will not load each time opening the report.

Actual Result:

Empty report loads each time opening the report.
** In offline mode, this causes the report to load infinitely even though it has been opened before.

That revert fixes the issue, but it would probably be better to find a fix so that this issue and the original one the reverted PR solves are both fixed. I will tag the authors in Slack.
