2. Open a chat and send password protected pdf

Expected Result:

The Pdf attached

Actual Result:

Error is shown when attaching password protected pdf

Expected behavior for password protected pdfs when uploaded as an attachment (on production):

This validation should only apply when attaching a password protected pdf as a receipt.

I think this PR might be causing this: #72777

Tested locally on main and reproduced the error:

Tested locally by reverting #72777 and uploading a password protected PDF works as expected:
