App Component: Money Requests

Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an expense with amount 0.00 in workspace chat.
4. Create an expense with amount 1.00 in workspace chat.
5. Open expense report.
6. Open the expense with amount 1.00
7. Click More > Merge.
8. Select the 0.00 expense > Continue.

Expected Result:

Amount section will be shown for user to choose 0.00 or 1.00.

Actual Result:

Amount section is not shown for user when merging expenses with 0.00 amount.

I think it is fine to demote this as it is a new feature and then we can discuss if we want to show 0 amount when merging.
