Action Performed:
Precondition:
- User has self DM and a workspace.
- Attendee tracking is enabled in Rules settings.
- Go to staging.new.expensify.com
- Go to workspace chat.
- Create an expense with two attendees in workspace chat.
- Go to self DM.
- Create a track expense in self DM.
- Go to Account > Troubleshoot > Clear cache and restart > Reset and refresh.
- Go to self DM.
- Open the track expense.
- Click More > Merge.
- Select the workspace expense > Continue.
Expected Result:
Attendee section will not show blank option.
Actual Result:
One of the options in Attendee section is blank after reset app.

I'm not able to find the original PR for this. Requested a retest here from QA to verify it's no longer reproducible.

Issue is not reproducible on Windows 11/ Chrome in v9.2.22-4 (The Attendee section is missing)
