Correctly detect context changes in incremental translation

Action Performed:

1. Add a context annotation to an English translation.
2. Commit that change
3. Open a pull request.

Expected Result:

The translation you added a context annotation for should be retranslated.

Actual Result:

The translation you modified with a context annotation is not retranslated.

Workaround:

Use --paths instead of --compare-ref
